In each wave of the Pro Racing series, the Premium Stock cars, meant to be displayed, had a basic counter castings that was designed to be cheaper, and more track friendly. These kind of castings are known as the Basic Stock Cars. For more information look up the Basic Pro Racing Series
In the last wave of the Pro Racing series (2003-2005), Hot Wheels probably realized that the line was ending soon and did not create a Basic Stock car casting for the remaining cars of the line. The one exception is the 2003 Monte Carlo Stocker which is seen on the packages incorrectly of the Pro Racing Color Change series for any of the '03 Monte Carlo Stocker cars (this is the same case with all the other cars in the series except the '01 Dodge Intrepid Stock Car to which there is no Basic Stock car casting for). Since the casting was already made, Hot Wheels had no idea what to do with the casting since the Pro Racing line was ending. That is until they released it only once as a promotional car for the New York Mets
As you can see in the Gallery, compared to the Premium version of the '03 Monte Carlo Stocker, like any Basic Stock car, the base have been lifted to not drag on the tracks, the car has plastic wheels, and the casting is smaller compared to the Premium version to be lighter.
