The Cyclone Twirler/Topsy Turbine is a model that debuted in the 1990 Flippers line. This tooling was designed by Lionel Trains, Incorporated (today Lionel, LLC), a model train manufacturer. These models originally went under the Lionel Revolvers name until Mattel purchased the rights to produce these models under the Hot Wheels name. Flippers were stated to not be available in the United States, but made their way to other countries.
