RRA or Real Rider Aero is a line of Hot Wheels Real Riders introduced in 2017. The wheel has two rings with16 'spokes' between. It has a rubber tire and doesn't have tread. The wheel is based off the aerodynamic turbo fan wheels. In the late 70's and into the 80's, turbo fan wheels were used widely across motorsport to pull warm air away from the brake components, allowing for the brakes to stay effective for a longer period.
