This casting is a replica of a 1979-1981 Chevrolet Malibu sedan, done-up as a taxi. This casting was repurposed from the Police Chief Car from the Scorchers lineup.

The previous owner of this car told me he was a taxi driver in Canada. He said it was kept on the dashboard of his taxi, so that's why the paint is lighter.
